Meet the Team
Chris Pichardo
Company President (Co-Owner)
Chris has more than 25 years experience in the construction industry. Graduated from Cal Poly with a degree in Construction Management, he always knew he wanted to work in construction. Chris has been with Starrett Construction since 2009, taking co-ownership in 2015. Prior, he worked as a consultant for various construction companies. Born and raised in San Diego, he is a proud father of two boys and when he isn’t working, he enjoys being active and relaxing with friends.
Karen Lizarraga
Project Coordinator/Engineer
Karen started working with Starrett Construction in 2005. She works primarily with subcontractors, preparing and tracking subcontracts, change orders, insurance and monthly progress billings; she also helps with estimating and sends out the bid invitations and organizes the bids as they come in. Karen is married and spends most of her free time with her husband and daughters.
Lisa Gosnell
Executive Vice President (Co-Owner)
Lisa has handled many roles in her 30+ years in the industry, including Controller, Project Engineer, Project Manager and Project Administrator. She completed the Construction Practices Certificate program at SDSU in 1999. She has been with Starrett since 1999, taking co-ownership in 2015. In her free time, Lisa enjoys spending time outdoors, hiking and relaxing by the lake with her family.
Carl Starrett
Company Founder/Advisor
Carl founded Starrett Construction in 1997, and since selling the company in 2015, has taken on the role of Senior Advisor. With over 50 years in the construction industry, he utilizes his experience to nurture ongoing relationships with some of Starrett Construction’s long-standing clients. Carl also makes himself available to consult on construction challenges, pre-construction efforts and corporate strategies and growth.
Scott Troncone
Project Manager/Estimator
Scott joined the Starrett team in 2009. He received his degree in Construction Engineering from San Diego State University. In addition, he has also worked as a Project Engineer and Superintendent. Previously, Scott honorably served active duty in the United States Coast Guard for 8 years. A San Diego native, Scott has two young boys and a dog named Lucy.
